"Design and development": what each half actually means here
A lot of buyers in Bangladesh aren't sure where design ends and development begins, and some shops use that confusion to bill twice. Here's the honest split. Design is everything you see and feel: the layout of each page, where the buttons go, the colours and the fonts. It also covers how the site reorganises itself on a phone, and how a first-time visitor quickly learns what you do and how to contact you.
Development is everything that makes it work. That's the code that turns the design into a real web page, the forms that send you leads, and the CMS so you can update content. It also includes speed tuning, the SSL and hosting setup, and the payment integration if you're selling.
Sold separately, the design half might cost 20,000 to 40,000 BDT from a freelancer, with the development half as another bill on top. Then you're left stitching two vendors together. With me, it's one fixed scope and one price, starting at 50,000 BDT. Tiers run 50,000, 90,000 and 1,50,000 BDT depending on page count and features, and fully custom work starts at 3,00,000 BDT.
Before you pay, you get a written list of exactly what design and development work is included. That way, "it's not in scope" never becomes a fight later. And yes, there's a design-approval guarantee. We don't move into the build until you've actually approved the look.
